VIVA White Oak Team Shares Major Project Updates with the Community
On June 30, the VIVA White Oak project team participated in two community outreach events to share exciting project updates and answer questions from the community. These events reflect the team’s ongoing commitment to engaging the community and keeping stakeholders informed as Viva White Oak moves forward.

The team hosted a table at FDA Family Day, where FDA employees and their families learned more about the vision for VIVA, and even had the chance to build with Legos.
Building on the previously announced addition of Costco to the project, the team was also excited to introduce NVR, the parent company of NV Homes and Ryan Homes, as the community’s residential homebuilder. Representatives from NVR shared details about the planned residential community, highlighting a diverse mix of home types designed to meet a range of lifestyles and price points. The retail project team presented the vision for the grocery-anchored shopping center, including the proposed site plan, anticipated tenant mix, architectural character, pedestrian experience, landscaping, project schedule, and expected construction timeline. The Costco project team provided an overview of the proposed warehouse club, covering the site layout, building design, traffic circulation, parking, site access, and operational considerations.

Upcoming TIF Hearing
The team is also advancing the final piece of legislation for the Tax Increment Financing (TIF) that will support the public infrastructure for VIVA. The Council introduced the bill on June 16th and a public is hearing is scheduled for July 14th at 1:30PM. You can sign up to testify here (scroll down and click “Sign Up” under Expedited Bill 31-26, Bond Authorization – VIVA White Oak Development District).
If a final vote can happen before the August recess, the plan is to break ground this fall, with stores opening 2029.
